This position will assist in the budget and forecast process by analyzing historical financial information to make forecasts required to produce an annual operating budget as well as maintain budget and re-forecast information in the accounting system. This position will also be responsible for the application of advanced budget analysis techniques, data evaluation and modeling, and development of executive level reports to support annual operating budget, strategic and operational planning. Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies, and procedures.
1. Budget office tracking and analysis of assigned department budgets and position funding. 2. Analysis for position funding. 3. Analysis of budget, expenditures, and variances. 4. Prepares and develops analytical methods, including forecasting and modeling, and produces short-term and long-term financial projections. 5. Tracks expenses and revenues vs, budget, re-forecast and analyze fluctuations. 6. Evaluate profit and cost efficiencies in various areas of the university. 7. Communicate with departments regarding any identified budget and/or position variances. 8. Respond to all questions from all departments. 9. Analyze and complete any requested budget transfers. 10. Analyze eForm changes for the department budget table (DBT) information for correctness. 11. Prepares and develops executive level reports, including advanced use of data analysis techniques and modeling of university financial data. 12. Verifies funding for Hiring Review Committee and maintain listing. Budget Preparation: a. Analysis of budgets and positions for the annual budget process. b. Analysis of budget variances. c. Assist with budget preparation. d. Respond to questions from assigned departments. e. Participate in the creation and updating of PBCS budget training materials. f. Participate in training users in the PBCS budget system. g. Assist with final budget reports validation. h. Prepare budget related reports. i. Distribute final operating budget booklets to departments, agencies, UT System and any other entities and maintain distribution list. Biennial Tasks: Assist with the preparation of the Legislative Appropriation Request and other required reports at the state-level. Run reports and queries as needed and/or requested. Performs other duties assigned.
Bachelor's degree in accounting or finance plus five (5) years of progressively responsible experience in finance or accounting. Equivalent combination of relevant education or experience may be substituted as appropriate. Excellent accounting research skills. Experience with fund accounting, PeopleSoft Finance, and proficiency in Microsoft Excel required. Excellent written and verbal communication skills, individual initiative, and ability to work effectively with diverse groups of people are required.
Master’s degree with a major in accounting or finance and five (5) years of work experience in university finance or accounting. The ability to take charge of a project and complete it with minimal supervision. Proficiency PeopleSoft-Finance and Planning and Budgeting Cloud Service (PBCS).
